OEMA AD 2.20 LOCAL AERODROME REGULATIONS
  1. West apron is restricted to HAJJ and normal traffic, ACFT that will stay at the airport more than 2 hours are subject to be repositioned to remote apron.
  2. Nose in ACFT at West apron may start one engine at IDLE power if APU is non-operative.
  3. To facilitate ground movement at West apron & allow arrivals to have easy access to the West apron:
    1. All ACFT parking at stand 1 to 8 shall be pushed back to TWY D using exits A, B & F.
    2. Aircraft parking at stand 9,10 & 11 shall be pushed back through TWY (S) .
  4. Apron ACFT MAINT( ALPHA ) south west end of TWY "D" OPR for all ACFT with ACN less than PCN 63/R/B/W/T, and exercise extreme caution no ATC visual contact.

2.20.1 Remote apron north of TWY R and west of control TWR

  1. Remote apron is AVBL for 12 parking stands from 18 to 29. Access to Remote apron via TWY R.
  2. Each of the twelve parking stands on Remote apron from 18 to 29 can accommodate ICAO AD REF CODE E or smaller aircrafts in power-in push out mode .
  3. Remote apron is not intended for normal traffic and does not have any PAX facilities.
  4. No ACFT allowed to leave stand position 25 when ACFT entering stand position 26 and vice versa.

OEMA AD 2.22 FLIGHT PROCEDURES
2.22.1 GENERAL
  • The Madinah CTA which is described in ENR 2.1 and depicted on the Prince Mohammad Bin Abdulaziz Area Chart Departure, and AreaChart Arrival designated as Class A airspace from FL 150 to FL 245 Jeddah ACC delegates the responsibility to Madinah APP up to FL240.
  • The Madinah TMA which is described in ENR 2.1 and depicted on the Prince Mohammad Bin Abdulaziz Area Chart Departure, and Area Chart Arrival designated as Class C airspace from 700 FT AGL within 25 NM , 6500 FT AMSL from 25 to 50 NM to FL155.
  • The Madinah CTR which is described in OEMA AD 2.17 and depicted on the Prince Mohammad Bin Abdulaziz Area Chart Departure, and Area Chart Arrival is designated as Class D airspace.
  • Except for traffic operating within the CTR or circuit of other aerodromes having their own altimeter setting observations, all aircraft operating anywhere within the TMA / CTR shall reference altimeters to the officially reported QNH for Madinah / Prince Mohammad Bin Abdulaziz International Airport when at or below the TA.
  • All aircraft landing within or over flying within the Madinah CTA / Madinah TMA / Madinah CTR are to contact Madinah Approach on 125.100 MHZ and 127.700 MHZ at least 5 minutes before entering the CTA/TMA/CTR and to maintain continuous listening watch on this frequency whilst within the CTA/TMA/CTR.

2.22.2 PROCEDURES FOR IFR FLIGHT WITHIN MADINAH TMA/CTA

  • GERIR holding, missed approach holding for VOR RWY 17/18/35/36 and ILS or LOC RWY 17/35/36.
  • ORLIG holding, minimum holding altitude, 6000 ft, for missed approach holding of RNP RWY 17/18/ 35/36.
  • ORLIG holding, minimum holding altitude 8000 ft, for STAR RNAV RWY 17/18/ 35/36.

2.22.2.3 Arrival procedures
  1. Standard Instrument Arrivals (RNAV 1 STARs) are available for RWY 17/35 and RWY 18/36, details of which can be found in the Standard Arrival Charts - Instrument.
  2. Standard Instrument Arrivals (RNAV 1 STARs) are based on GNSS. RNAV 1 capable aircraft will be cleared for RNAV 1 STAR.
  3. For Standard Instrument Arrivals (RNAV 1 STARs), surveillance is mandatory and to be used only in surveillance environment.
  4. ORLIG (RNAV 1 STARs) for RWY 17/35 and RWY 18/36 to be used for the aircraft carried out missed approach or holding over ORLIG.

2.22.2.4 Approach facilities

2.22.2.6 Departure procedures
  1. Standard Instrument Departures (RNAV 1 SID) are available for RWY 17, 35, 18 and 36, details of which can be found in the Standard Departure Charts - Instrument.
  2. Standard Instrument Departures (RNAV 1 SID) are based on GNSS. RNAV 1 capable aircraft will be cleared for RNAV 1 SID.
  3. For Standard Instrument Departure (RNAV 1 SID), surveillance is mandatory and to be used only in surveillance environment.

2.22.3 ATC SURVEILLANCE PROCEDURES WITHIN MADINAH TMA/CTA
  • Madinah approach control service operates one Terminal Area Surveillance Radar (TMARs) stations located at OEMA. The Radar station has combined PSR and MSSR system with maximum PSR range of 80 NM and maximum MSSR range of 250 NM. Emergency codes 7700, 7600, and 7500 are monitored.
  • All aircraft must squawk the transponder on the last assigned code until / unless otherwise instructed.
  • For radar procedures, refer to ENR 1.6 RADAR SERVICES AND PROCEDURES.
  • For cross-checking of altitudes assigned while under radar control, refer to ATC Surveillance Minimum Altitude Chart .

Speed Restrictions
  • Within Madinah TMA (Airspace Classification “C”), the speed is limited to max 250 Kt IAS below altitude 10 ,000 ft except with explicit clearance by ATC.
  • For ACFT which cannot maintain max 250 Kt IAS for technical reasons or flight quality, a higher speed is possible after ATC clearance.

Tactical speed instructions
  • Speed instructions during approach are issued by ATC for safety and efficiency purposes and are to be flown accurately.
  • Pilots should advice immediately if circumstances necessitate change of speed for ACFT performance reasons.
  • Pilot should expect to be given the following speed restrictions:
    – 220 Kt IAS on downwind and base leg until intercepting the LOC;
    – Between 200 Kt IAS and 180 Kt IAS by capturing the GS;
    – Then 160 Kt IAS on final approach until 4NM final.
  • If speed restrictions are not necessary ATC will announce clearly: “No speed restriction”

2.22.9 LOW VISIBILITY PROCEDURES
 

If visibility reduces to the extent that the LCA and GND controllers cannot observe aircraft operations, then operations are restricted to 1 arrival
and 1 departure at a time.

OEMA AD 2.23 ADDITIONAL INFORMATION
2.23.1 Bird concentration in the vicinity of the aerodrome
 
Due to bird strike and bird concentration in the aerodrome, pilots are requested to exercise extreme caution during take-off and landing.
 
2.23.2 Wind Shear Phenomenon at PRINCE MOHAMMAD BIN ABDULAZIZ INTERNATIONAL
 

Meteorological Authority has decided to study the wind shear phenomenon at Prince Mohammad Bin Abdulaziz Aerodrome. Therefore, pilots experiencing wind shear are requested to report time and altitude of wind shear in their post flight report to ATS unit at Prince Mohammad Bin Abdulaziz Aerodrome.
 
2.23.3 Landing and Taking off at PRINCE MOHAMMAD BIN ABDULAZIZ INTERNATIONAL
 

During landing or taking off of wide body aircraft on runway 18/36, taxing on parallel taxiway is not allowed. Preferential runway 17/35 for take off and landing - use of runway 18/36 take off or landing may be approved however delay may be experienced.
 
2.23.4 Fixed ground power at east apron
 

Use of fixed GND PWR (400 HZ) at East Apron is mandatory. All inbound ACFT shall connect to fixed GND PWR within MAX 5 MIN after docking. All outbound ACFT allowed to start auxiliary PWR unit 15 MIN before engine start. Nose in ACFT may start one engine at low PWR if auxiliary PWR unit is non-operative.
